Countries then have their own bodies, like a Ministry of Civil Aviation (MOCA), to manage these rules locally.

This includes a State Safety Program (SSP) for national oversight and tools like a Flight Operations Quality Assurance (FOQA) program to analyze flight data. For reporting issues, there are systems like the Mandatory Occurrence Reporting System (MORS) and a Voluntary Reporting System (VRS) to encourage sharing safety information.
